The Challenge

Less than three months after the Kansas City Chiefs became back-to-back Super Bowl champions, their hometown – Jackson County, Missouri – rejected a 3/8ths cent sales tax ballot measure necessary for the Chiefs to stay at Arrowhead and in Kansas City.

The Chiefs and Royals spent more than $3 million on the measure that failed 58%-42% in April.

After the failed measure, Scoop and Score partnered with LINK to advance a state financing tool – STAR Bonds – in the Kansas legislature for the franchises to build new stadiums in Kansas. 

The Solution

LINK led the public affairs campaign “Scoop and Score” to move Kansas legislators in support of this financing deal.

We initially focused on our “All-22” legislative districts, then broadened our reach to encompass the entire state during the final week.

In-Person Advocacy
On the day of the vote, LINK held a supporters tailgate at an Irish pub across from the state capitol.

More than 75 activists participated wearing their Chiefs gear as well as 12 legislators. 

Led activists from the tailgate to the capitol to show their support for the bill with legislators prior to the vote.

The Results

The bill passed the legislature with a veto-proof majority. Governor Kelly signed the bill a few days later.
